" Vandalism! " is Public Enemy number one . Everywhere you go nation wide, vandalism to public properties is rampant and I think........ toilets are mostly abused. Sibu Municipal Council spent almost Ringgit Malaysia Hundred twenty thousand (RM 120,000) in last eight to nine month this year just to improve the all the Public Toilets' condition and also to make good the defects due to Vandalism. Most of the replacement is the missing handles , ball regulators of the flushing cisterns, broken toilet bowl, bidet sprays, light casings, soap dispensers, electric hand driers , small copper bolts & nuts and removal of the graffiti done to the walls and doors of toilets.Yes, missing water faucets and missing toilets' seats as well as the broken seats are on top of the list.

THE CLEANING PROCESS.

In any process of cleaning or whatever, we must be prepared and the following are the necessities :-

Tools.
1.Mops, buckets & plunger.
2.Brooms and also with the extended handle for removal of cob webs on the ceilings.
3.Personal Protection-Rubber/Vinyl works Gloves, Eye Protection Glasses
4.Proper Signage informing users of the cleaning
5.Use of plastics toilet brushes & worn out brushes should not be used as the toilet bowel will be
scratched by the worn out brushes.

Cleaners.
1.Training in the Standard cleaning procedures
2.Knowledge in the use of the cleaning agents/chemicals used
3.Knowledge in the operation of mechanical cleaning machines.
4.Good personal hygiene.

Cleaning Method

There is two (2) types of Cleanings or approaches.
1. Cleaning for "Appearance"-cleaning something appears dirty.
2 .Cleaning for "Health"-a higher level of cleaning i.e paying close attention to the cleaning of
toilet bowls , urinals ,wash basins and to high touch areas like toilet seats, flush handles, toilet’s
door knobs, etc.,

Things needed to remember like Use of correct methods of chemical use (including the dilutions),Always cleans or mops from the clean areas to the dirty areas, Counter-check the areas cleaned and Always display warning signs during cleaning operations.

To carry out "spot cleaning" for the toilet with high volume of patrons in order to maintenance the cleanliness at all time. Frequent "de-scaling" with the use of machines to remove stains & odor.

Cleaning Procedures

1. Restocking
- Restock all the paper products including toilet tissue.
- Refill all soap dispenser and air Fresheners.
- Empty trash receptacles.
- Replace plastics liners as required.

2. Cleaning
When cleaning a toilet, always works from top down,ending your work with the floor.

3. Cleaning of glass,mirrors, Sinks etc.,
Clean mirrors, glass windows and chrome surfaces with glass cleaners.Spray and wipe sinks
and counters with cleaner solution or Disinfectant Detergents.

4. Cleaning of Toilet bowl

Clean toilet bowls and inside of urinals daily using Non-acid Bowl cleaner. For fixtures
that have accumulated a water deposit ring, acid cleaner may be used until the water
deposits are removed.

The method used is to force the water over the trap with the bowl mop.Quickly push the
bowl mop head down towards the trap of the toilet pushing the water out and repeat until
the water level had been lowered below the ring line.Remove the excess water from the
bowl mop by pressing it against side of the bowl.

Then, squeeze the acid bowl cleaner directly on the ring and on the bowl mop head. Use
saturated bowl mop head to clean the rim at water outlets. Allow to remain 10 mins. Flush
and rinse out bowl mop.If the ring remains, use grit cloth or pumice stone to remove the
loosened ring.

Spray and wipe all the areas around toilets and urinals with disinfectant detergent
including seatings, handles and porcelain.

5. Clean Walls

Spot clean dirty walls, partitions and pieces of equipments (dryers, dispensers, etc.)
with disinfectant detergent solution.

6. Clean Floors.

Wet mop the entire floor with disinfectant detergent solution and Sweep the floor to remove
large soil accumulations when dry

Lastly, rinse mops, buckets,and wringers and Store supplies and equipments. Last look around to make sure nothing haven’t missed. It's simple as A, B and C.

The A,B,C of Toilet.

The Slogan for the last National Toilet Forum & Exhibition 2007 was Clean toilet starts with A,B,C and what's A,B,C of Toilet? well, it's the Architecture for "A", Behavior is "B" and "C" is the cleaning process.

Architecture
Design of the toilets plays an important role in the latter stage usually in the cleaning & maintenance of toilets. A good design will not only improved the aesthetic views but also aids/enhance the cleaning of toilet like the provision of natural air & sun light to dry up the toilet during the cleaning.

Behavior
Public education on the proper use of toilet and Provide regular training for the cleaners.

Cleaning process
-Training of cleaners for effective cleaning of the toilets.
-Use of a standardized cleaning process.
-Create a flow Chart detailing steps & sequenced tasks.
-Use of the correct tools & detergents /chemicals.
-Correct methods of cleaning.
-Proper maintenance of the sanitary facilities.
-Maintaining the record.

MALAYSIAN STANDARD For Public Toilets MS 2015: PART 2, PART 3 , PART 4 :2006

Malaysian Standard for the Public Toilets (MS 2015 : PART 2 : 2006)covered the Inspection aspects or criteria which is a good source of reference for those person or companies involved in the cleaning industries.There two (2) type of inspections as specified in this Inspection Criteria which are inspection and daily checking System. This two (2) methods of assessment apply to the design,cleanliness and facilities of Public Toilets. The final inspections can be used as tool to compare the obtained quality with prescribed quality. The principle of this inspections are based on visual and physical assessment on the degree of absence of disorder in a sample of selected elements of the object (Public toilets) to be inspected. This Standard applies to any party who operates the cleaning of public toilets where the building owner or client shall enforce the implementations and applications fo this standard in a proper manner.





MS 2015: PART 3:2006 talk about the rating of the toilets and the setting up of the seviceabilities profile of the toilet building. The process of rating started with the organsing of the rating, site, conducting the rating, deciding the levels of serviceability of building (toilets) provides ,etc., Also having Cleanliness-scale for the toilet building exterior & surrounding areas and Cleanliness scale for the toilet building exterior and surrounding areas.











MS 2015 : PART 4:2006 is the final part of the MS 2015 for the public toilets and covered the code of practice for the maintenance. It provided a guidance on the basic care and maintenance of public toilet facilities in order to ensure an acceptable degree of cleanliness and user satisfaction which covers public toilets located within buildings (used by occupants as well as by visitors) or as stand alone facilities. It also includes staff responsiblities,cleaning specifications, cleaning requirements and performance management.

Design of PublicToilets-MALAYSIAN STANDARD FOR PUBLIC TOILET -MS 2015: Part 1: 2006

Malaysians are very lucky to have their own Standard for the Public Toilets and all credits should be given to the "Working group" on the Public Toilets under the authority of the consumer products,Personal Safety and Services industry Standards Committee. Not forgetting the good job of the Department of Standards Malaysia (A federal Ministry). This committee comes up with a Malaysian Standard 2015 (MS 2015) which consisted of 4 parts under the general title PUBLIC TOILETS. and "Part 1: Minimum Design Criteria" being the first of the 4 parts. The PART 1 mostly on Design considerations, Location, No. of Toilet units and Expectations of Users. Having read thro' this part several times and found that this standards (MS 2015:part 1: 2006) is a very good reference for the design of public toilets. There are also the Statutory Provision for the provision of the public toilets as follows:-

1. The Street, Drainage and Building Acts, 1974

- Uniform Building By-Laws 1984 (GN. 5178/85):
- Section 39(4) ;
- Section 43 (a),(b),(c) and (d); and
- Section 44 (1) (c).

- Internal sanitary Plumbing By-Laws;
-those who intended to construct public toilets shall comply the provisions in this Act and
By Laws as listed:-

-Part 1: Preliminary
-Part 2:Notices, Plans and Licences
-Part 3:Standards of workmanship and materials
-Part 4: sanitary provisions
-Part 5:Sanitary installations
-Part 6:Internal sanitary lines
-Part 7: Miscellaneous

Mobile Toilets.

When a local authority increases in size especially its activities and in areas where toilets facilities cannot be easily reached, Mobile toilets are the options. Sibu Municipal Council had acquired one unit of mobile toilet in the year 1994 . This mobile toilet is the "Arm roll mobile toilet " and consisting of two (2) section one each for each gender with 2 toilet cubicles at each section and one urinal at the male section . This mobile toilet is one of the oldest & biggest mobile toilet unit in Sibu and its movement is by the roll-on & roll- off truck. This "Grand Old Master" (the mobile toilet) had served the local dignitaries, VIP and VVIPs . Besides this Arm roll mobile toilet ("grand old master") and Sibu municipal Council also had a total of 14 units of Single type of mobile toilets consist of 5 units of single type of mobile/Portable (HDPE moulded ) toilets without waste tank , 6 units of single type of mobile/portable unit (HDPE moulded) toilet installed with waste tank below and 3 units of single type of aluminium mobile toilet.

Most of the these mobile toilets were used & placed at various locations during the Sibu Borneo Cultural Festivals at Sibu Town Square , Chinese tomb festivals and other public functions.

Want to rent? The rental of the Arm Roll Mobile toilet is about RM 250 per day which does not include the insurance coverage, and if the rental come from outside sibu , additional charge will have to incur for the transportation, driver & worker's fees (wages & Overtime) , insurance coverage . All the rental had to be approve by the management first. No application forms,just write to the Sibu Municipal Council.

Public Toilets in Sibu.

Somebody asked you, "How many Municipal Public Toilets in Sibu? Where?" . Well, there are 27 municipal run Public Toilets in Sibu and of which 11 municipal public toilets are found in Sibu Central Business District Areas (CBD) and 16 municipal public toilets are located outside Central Business District. These municipal public Toilets are located near to Commercial centres , in Municipal Markets, Hawker food centre outlets as wellas in recreational parks . These public Toilets are maintained by Sibu Municipal Council's direct labor and private contractors. The private contractors of these public Latrine were awarded the contract on the cleaning & maintenance either by quotation or tender. The public toilet entry collections goes to the contractors but the contractors had to pay the monthly public toilets rental to council and they had to pay for the consumption of the water used.

7.At Sibu Central Market, Ground floor(next to Pork /Fish Stalls), Channal Road (Side)
